Golden Blonde didn't cover my grey roots

  I am new to this.... I have tried twice and it doesn't seem to cover my grey roots. I left it on over an hour this time and it covered some but not my temples. What am I doing wrong? I have thick wavy hair and I just appiled to the roots, with gloves and combed in. Plactic bag on my head, waited almost 1.5 hrs. Thanks.
