Mixing toners and semi permanent colours

HIIII allll ^^
so ive been bleaching and toning my hair for a while now (also with funky toning colours). But the effects are always muted of course cuz its toners. I want to switch to semi permanent dyes cuz i think its healthier and i like vibrant, but id like the possibility to dilute them and make them pastel cuz vibrant is a wjole commitment.
i know i can buy the 'clear' hairdye or toner, but can't i just add water or colourless conditioner? Its already so expensive.thankss!
